Armstrong Pame is a celebrated Indian Administrative Service (IAS) officer widely known as the “Miracle Man” of Manipur for building a 100-km road in a remote part of the state—without any government funding. His grassroots leadership, people-first governance, and visionary approach to public service have made him a national role model for ethical, empathetic, and impact-driven administration.
A graduate of Delhi University and an officer from the 2009 IAS batch, Armstrong first made global headlines when he rallied public support through social media to build the now-famous People’s Road—connecting Manipur to Nagaland and Assam. The initiative symbolized a powerful shift from bureaucracy to citizen-led development, earning him international acclaim, including being named a Young Global Leader by the World Economic Forum.
He has served in various capacities across Manipur and other northeastern states, driving change in education, healthcare, infrastructure, and tribal development. Known for his accessibility, humility, and reform-oriented mindset, Armstrong bridges governance with grassroots empowerment—building trust where it’s needed most.
As a speaker, he is frequently invited to TEDx platforms, governance summits, universities, and youth forums, where he shares compelling insights on leadership, public service, and the power of collective will.
